This guidebook addresses the range of basic and technical issues such as wind resource assessment, siting, transmission, economics, utility integration, and the project development process. Policy issues are also addressed, including net metering, green power, policy options, IRP, and development on state and federal lands. It is Wind Powering America's intention to use this guidebook to equip the members of the state wind working groups with the necessary information and resource materials to develop and implement an effective educational/information outreach effort to the various stakeholders in the state on the issues, benefits, and policy options related to wind energy.
