While large, high profile offshore wind farm plans in the waters off of New York, Delaware, and Massachusetts labor forward, the small town of Hull, Massachusetts continues to make tangible progress towards its goal of completing what could be the first offshore wind installation in the United States. In early 2007, the Massachusetts Technology Collaborative agreed to provide Hull with up to $1.7 Million in low-interest loan support for the project's environmental and engineering studies — including geotechnical evaluations, wind and wave measurements, and the pursuit of necessary permits. As of August, 2007, these studies are all well underway. Hull met in mid-July with the U.S. Army Corps of Engineers to discuss the project, and expects to file its Expanded Environmental Notification Form by the end of 2007. With a likely capacity of between 12 and 14 MW, the Hull project is far smaller than the other proposals. Nonetheless, the Town must face many of the same unknowns associated with siting, permitting, installing, and operating the nation's first offshore wind turbines.
