The Interstate Renewable Energy Council published "Model Program Rules for Community Renewables" to facilitate co-investment in local renewable power facilities. The model rules discuss many of the basic issues facing community renewables programs: renewable system size, interconnection, participation eligibility, allocation of participation benefits, and net metering of system production.
