The Arizona Corporation Commission's chief administrative law judge has issued a recommended order and opinion on the current rate case for APS, an investor-owned electric utility operating in the state. The recommendations call for a pilot net-metering program for renewable-energy systems up to 100 kilowatts in capacity, and allow APS to recover "lost revenues" associated with net metering.
