Lousiana Governor Blanco signed HB 428 into law on July 12, 2005 as Act No. 481 of the 2005 Regular Session. HB 428 authorizes the Department of Natural Resources, in conjunction with the State Mineral Board, to lease state owned lands for the production of wind power.
